红网时刻 记者 王敏 通讯员 彭素鹏 宁嘉 衡阳报道        自4月1日大规模增值税留抵退税政策实施以来，衡阳市税务部门打出“线上+线下”“普惠+精准”“内部+外部”一整套宣传辅导“组合拳”，让政策红利广知晓、“真金白银”尽享受。        面对疫情冲击和经济下行压力，这场及时的“春雨”，让全市广大企业普遍感受“解渴”。企业利用退税资金或解决眼前招工就业难题，或启动长远发展战略采购设备扩大投资，迈开了转型跨越发展、做强实体经济的有力步伐。 退税“加速度” 红利“即刻享”“快速享”        留抵退税是国家将税款以“真金白银”的形式实实在在地退给存有留抵余额的企业，直接增加企业即期收入，让企业在生产经营中“轻装简行”。        为了让“真金白银”以最快速度直达企业，衡阳市税务部门全力优化完善工作机制，加强内部衔接流转，打通政策落地“最后一公里”，确保政策红利“即刻享”“快速享”。随着一笔笔符合政策的退税款直达企业，企业眼前资金困难得到纾解，中长期发展战略得以启动，迅速迈开了跨越发展的步伐。       “6280536.36元，退税将很快到账！”        6月14日，常宁市税务局增值税留抵退税复审团队上门为湖南玉兔钛业新材料有限公司进行留抵退税复审，在核实完申报数据、发票开具情况后，常宁市税务局退税专干钟文将复审结果告知了湖南玉兔钛业新材料有限公司总经理何汉云。       “（税务部门）上门认真讲解政策、耐心辅导操作，经过申请后，前期建设形成的留抵税额直接现金到手，这是实实在在的扶持啊！”何汉云对申请留抵退税流程的便利快捷称赞有加，“一开始我们很担忧，以为退税的办理流程会很复杂，但在实操过后，我们发觉整个过程很清晰顺畅，很轻松很快速就能完成申请了。”       玉兔化工是国内生产钛白粉最早的专业厂家之一，目前湖南省唯一的钛白粉生产企业，产品辐射全国，远销泰国、菲律宾、俄罗斯、巴西等国家和地区。位于常宁市水口山经济开发区工业园的湖南玉兔钛业新材料有限公司是该企业的新建厂区，目前正在建设中，资金需求量很大。       “在工程建设期间，留抵退税款不得不说是一场‘及时雨’。”何汉云表示，目前，工厂的建设正在加班加点，现金流吃紧，资金周转困难。          “多亏了税务部门的‘大红包’，让我们的现金流不至于‘捉襟见肘’，今年9月我们就能建成投产！” 重点项目精准滴灌 以服务链呵护产业链        瓦松铁路是由湖南省、衡阳市、常宁市三级政府与中国五矿联手着力打造，总投资超过10亿元的省重点项目。正线长度18.395公里，在京广线瓦园站南端接轨，穿越武广高铁接入常宁市水口山镇。        该铁路直接把铁轨铺到了企业“家门口”，极大程度上节约了企业成本，打通了服务铜铅锌产业基地项目 “最后一公里”，对常宁打造千亿有色产业有着巨大的推动作用。       “受各种不利因素叠加影响，特别是偿还贷款还本付息的巨大压力，让我们一度出现经营困难。”湖南瓦松铁路建设投资有限责任公司董事长何志雄介绍，“这个时候，税务部门及时‘出手’，组建专班上门服务，解了我们的燃眉之急。之前欠了广铁集团200多万的国铁运费，我们也一次性付清了。”        5月31日，湖南瓦松铁路建设投资有限责任公司收到了今年的第二笔留抵退税1960多万，加上第一笔的500多万元，一起是2500多万元，这大幅缓解了企业的资金压力。退税款到账，该公司计划把这笔钱用在扩大生产、增加运量的“刀刃”上，打通物流的全链条……       “税收优惠带来的不仅是真金白银，更提振了我们发展的信心与底气。”何志雄自信满满地表示，该铁路去年初开始正式进入大运输，年运营量53.8万吨，今年运量预计能实现100%的增长，达到120万吨。       “退税减税政策落实既要有‘精度’，也要有‘速度’，还要有‘温度’。”衡阳市税务局相关负责人表示，下一步将持续优化退税减税便民服务措施，帮助市场主体畅享政策红利。        同时，税务部门在全力推进优惠政策落地的基础上，积极主动听取纳税人缴费人等各方意见建议，不断完善和改进服务举措，通过12366“退税减税意见专线”、局长信箱、“互联网+督查”平台等渠道，以及“一把手”走流程、税费服务体验师现场体验等方式，做好各方意见建议的收集、分析、处理和反馈工作，确保纳税人缴费人意见建议得到及时有效回应。 6月14日，常宁市税务局增值税留抵退税复审团队上门为湖南玉兔钛业新材料有限公司进行留抵退税复审。
